Leaders Press Briefing

Parliament have held press briefing which was addressed by the Majority Leader, Hon. Kyei Mensah Bonsu and Minority Leader, Hon Dr. Cassiel Ato Forson to inform the press of the agenda for the second meeting of the third session.

Some of the issues discussed includes the mid-year budget review, Affirmative Action Bill and intestate succession bill and property rights of spouse. The majority leader stated in all that 69 Bill's and 56 instruments are expected  to be tabled during this meeting .It was also mentioned that though the list was quite tall this  meeting may  last for only eight  weeks.

The Press took turns to ask questions which were duly addressed by the two Leaders. This is an event aimed at engaging the Press and enhancing effective information dissemination.

REQUEST FOR WRITTEN MEMORANDA

Parliament Resumes Sitting After Easter Break

Parliament reconvened this morning for the commencement of the Second Meeting of the 8th Parliament of the Fourth Republic with a call on Members to give the Leadership the needed co-operation and to improve on attendance to enable the House to complete its business on time. Speaker of Parliament Rt. Hon. Alban Kingsford Sumana Bagbin, welcoming the Members, informed the House that he received communication from the Presidency on the President’s nominations of a Minister of State and Deputy Ministers as well as the appointment of Lawyer Kissi Agyabeng as Special Prosecutor to replace the first Special Prosecutor Martin Alamisi Burnes Kaiser Amidu who resigned from his post. The Speaker announced that the Appointments Committee will hold public hearings from Tuesday 2nd to Wednesday, 15th June to vet the nominees.

 

The Speaker urged Members to contribute to the debates and issues of the House as a call to national service. He indicated the House was expected to consider five key Bills which include Ghana Standards Authority Bill, 2021, Exemptions Bill 2021 and the Consumer Protection Bill, 2021 as well as the Petroleum Revenue Management (Amendment) 2021 and Advertising Council Bill, 2021.

 

The Speaker informed the House that the Committees of Local Government and Rural Development, Works and Housing and Environment and Science undertook countrywide working visits to interact with relevant stakeholders and institutions while the Public Accounts Committee also held various sessions with relevant Ministries, Departments and Agencies.

 

Majority Leader Hon. Osei Kyei-Mensah-Bonsu urge

PROGRAMME FOR THE DISSOLUTION OF THE 7TH PARLIAMENT, INAUGURATION OF THE 8TH PARLIAMENT AND THE SWEARING-IN OF THE PRESIDENT ELECT OF THE REPUBLIC OF GHANA


The 7th Parliament of the 4th Republic of Ghana will stand dissolved at midnight 6th January 2021. Parliament, mindful of the provisions in the Presidential Transition Act, 2012 (Act 845), and the 1992 Constitution has outlined programmes to mark the various activities that will dissolve the 7th Parliament and inaugurate the 8 th Parliament to facilitate the swearing in of the President Elect of the Republic of Ghana.

To this end, there will be a press briefing on Monday 4 th January 2021 at 12:00 Noon prompt, at the Justice D.F. Annan Auditorium located in the Job 600 building of Parliament. The Press briefing will be to outline in detail, the activities that will mark the various occasions and to answer questions and clarify issues regarding these activities.

On Tuesday 5th January 2021, the final message on the State of the Nation will be delivered in Parliament at 10:00 am prompt by His Excellency the President, Nana Addo Dankwa AkufoAddo, in accordance with Article 67 of the 1992 Constitution.

On Wednesday 6th January 2021, the 7th Parliament will stand dissolved at midnight, in accordance with Article 113(1) of the 1992 Constitution of Ghana.

At 12:01am on 7th January, the Elected Members of the 8th Parliament will convene in the Chamber of Parliament to elect a Speaker and Two Deputy Speakers, in accordance with Articles 95, 96 and 100(2) of the 1992 Constitution, after which the elected Members of the 8th Parliament will be sworn in by the Speaker at the Chamber of Parliament as per Article 100(1) of the 1992 Constitution of Ghana.

The President elect will then be sworn in before the 8th Parliament in accordance with Article 57(3) of the 1992 Constitution of Ghana.

The media and the general public are to note that attendance of these events are strictly by invitation. All COVID-19 safety and prevention protocols will be strictly adhered to.

PARLIAMENT'S COVID-19 RESULTS NOT YET KNOWN.

The attention of Parliament has been drawn to reports by Starrfmonline that two Members and thirteen Staff of Parliament have tested positive for COVID 19 after the mandatory testing exercise undertaken by Parliament last week.

Parliament would like to state categorically that the results of the tests are not yet known and so the report by Starrfmonline is not true. Parliament would therefore like to urge Starrfmonline to pull down the said report and update its audience with the relevant information to the effect that the results from the tests are unknown to Parliament.

The confidentiality protocol of testing for COVID-19 is that, those who test positive will be called directly by the testing team and be taken through the necessary steps for quarantine and treatment. Officially Parliament is unaware of any such call and has no official figures from the National COVID-19 response team.

Meanwhile, Parliament will like to assure the Public that it remains committed to ensuring the safety and avoidance of possible spread of the disease in Parliament. Citizens are encouraged to call or reach Parliament on line with their enquiries and only attend upon the House if it becomes absolutely necessary.

PARLIAMENT COMMENCES THE SECOND MEETING ON TUESDAY, 19TH MAY, 2020

The Second Meeting of the Fourth Session of the 7th Parliament is scheduled to start tomorrow, Tuesday, 19th May, 2020 at 10:00am prompt. During this meeting a total of 36 Bills are expected to be presented to the House. These include;

  • Affirmative Action Bill, 2020.
  • Criminal Offences (Amendment) Bill, 2020.
  • National Ambulance Service (Amendment) Bill, 2020.
  • Value Added Tax (Amendment) Bill, 2020.
  • Borrowers and Lenders Bill, 2020.

18 Bills are currently at the Committee level and are expected to be worked on during this meeting. Among them are;

  • Public Universities Bill, 2020. (Committee on Education)
  • Conduct of Public Officers Bills, 2018. (Committee on Constitutional,
  • Legal and Parliamentary Affairs).
  • Exemptions Bill, 2019. (Finance Committee)
  • Legal Profession (Amendment) Bill, 2018. (Committee on Constitutional,
  • Legal and Parliamentary Affairs).
  • Intestate Succession Bill, 2018. (Committee on Constitutional, Legal and Parliamentary Affairs)

The Ghana Cocoa Board (Amendment) Bill, 2017 which is with the Committee on Constitutional, Legal and Parliamentary Affairs, will be read a Second time.


The Education Regulatory Bodies Bill, 2019, Pre-Tertiary Education Bill, 2019 the Land Bill, 2018 among others are at the consideration stage.

Motions for Debates and Statements will be admitted by the Speaker during this meeting. Sector ministers are also expected to attend upon the House and answer questions pertinent to their ministries.

Parliament will like to assure Members and citizens that the House will observe the social distancing protocol during the meeting.
